Role Purpose:


To provide technical sector expertise to the English Programmes portfolio of contracts and programmes in South Asia.

To contribute to business development and quality, compliant delivery of programmes and contracts to improve standards of the teaching, learning and assessment of English.

To share knowledge, expertise and best practice from South Asia with the global English Programmes team and externally.


Main accountabilities but not limited to the following:

Consultancy, analysis and problem-solving


Support the technical writing for evidence-based bids / proposals ensuring mainstreaming of EDI and a minimum of gender sensitive programming.

Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. Through emergency programs, CARE International in Pakistan (CIP) has provided relief, recovery and rehabilitation support to millions of Pakistanis affected by disastrous floods, earthquakes and displacement. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.


Project Overview:


The goal of this anticipated three-year project is to improve the well-being of the most vulnerable community children - especially girls and those with disabilities - through the provision of inclusive, equitable and sustainable quality education in a safe and accessible learning environment.


The project will address core education improvements for vulnerable communities. It aligns with the National Education Policy recommendations for preparation of future emergencies, school safety, risk assessment, rehabilitation, and disaster management plans for continuation of education services. Furthermore, it is developed in alignment with the objectives of the provincial Education Sector Plans and School Safety Framework by strengthening capacities of teachers, children, and Parent Teacher Associations (PTAs) to mitigate risks in and around schools, and to build school and community level resilience to emergencies. The project will be implemented in 3 districts of KPK and 2 districts of Balochistan.


I. Job Summary:


Provide technical assistance to Education in Emergencies programming of CARE. The role will involve capacity building, capacity building of teachers and PTSMCs on gender and child protection issues, introduction of new approaches for marginalized children, evidence generation, representation and coordination in multiple forums. The gender and child protection officer will work with partners to reduce abuse and violence against women and children and improve their emotional, physical and socio-economic well-being. The role will be reporting directly to the Senior Project Manager-EiE.


II. Job Responsibilities and Task;


Identify the most appropriate programming interventions for meeting the identified Gender and protection needs of vulnerable children, based on field-assessment findings.

Conduct rapid gender analysis of the project intervention areas.

Develop standard assessment and data collection tools.

Create a referral mechanism and conduct a scoping study and assessment of gender and protection services available in the project intervention areas.

Set-up of safe mechanisms for responding to the needs of vulnerable children at individual level;

Produce reports with analysis of collected data and clear findings and recommendations.

Ensure an integrated approach by coordinating and cooperating with all other thematic areas and in particular promote the linkages between gender and child protection and education.

Lead on developing the technical and narrative components of proposals and concept notes in gender and child protection, including for multi-sector funding opportunities, inclusive of log-frame.

Ensure that information and adaptation of approaches proposed in project proposal is agreed and well understood by the project team and partners.

Ensure that programming interventions are designed based on an understanding of gender relations and that programmes seek to support the different needs and opportunities of women, men, boys and girls.

Conduct regular and frequent field visits to all locations where for gender and child protection interventions, including discussions with beneficiaries.

Review gender and child protection aspect in the reports to ensure high quality and donor requirements.

Ensure that interventions are implemented in cooperation with affected communities including children, taking into account local community systems as well as local and national structures.

Ensure that established inter-agency standards and guidelines in gender and child protection are adhered to.

Identify capacity building requirements of staff, in collaboration with the line-manager and the human resources department.

Lead on capacity building of staff and partners through coaching, mentoring and training.

Contribute to supervision and capacity building of local partners.

Work with cultural sensitivity and respect the dignity of refugees and members of the host communities at all times

Support the implementation of the monthly action plan for the main training activities

Ensure that the training and capacity building activities in the project are implemented according to CARE and international standards.

Coordinate with other specialists in the project

Help in the capacity building of CARE and partner Staff across the humanitarian program on gender and child protection.

Perform other functions relative to gender and child Protection activities and initiatives that may be assigned by the direct supervisor.

Ensure full compliance of Child Safeguarding Policy at field level and especially with CARE engaged personnel.
