The Office of the City Clerk seeks a qualified individual to serve as temporary Election Officers for Mail-in Voting. Preparation for mail-in voting period is anticipated to begin October 3rd and conclude November 11th. The incumbent must be able to multi-task in a fast-paced environment and have the ability to lift and handle materials and equipment up to forty (40) pounds. Furthermore, the applicant must have the ability to stand and/or sit for prolonged periods of time.
Elections Officers are responsible for performing considerable customer service; preparing mail in ballots; processing mail in ballot applications in the state voter registration system; ensuring that election laws are followed; and recording election activities. Successful candidates will have thorough knowledge of business English, spelling and arithmetic; the ability to operate an iPad; ability to exercise good judgment in making decisions in accordance with laws, ordinances, regulations and established policies; possess excellent organizational, interpersonal, written, and verbal communication skills; ability to communicate and work effectively with diverse populations.

MINIMUM REQUIREMENTS:
High school diploma or equivalent.
Prior experience in a customer service role.
Must be a US Citizen and a registered voter.

To assist and provide support to the City Clerk during the election process including duties related to the absentee voting process as well as other tasks as assigned.
Work is performed with direction from the City Clerk.
This is a variable hour position with no benefits which begins approximately October 3, 2022, through November 8, 2022, with most hours scheduled between October 17-November 8. The hours will fluctuate between 10 and 40 hours/week as needed between 8:00am-4:30pm Monday through Friday. This position may require evening work on Election day and may require work on the Saturday before each election from 10:00am-3:00pm.

Examples of Duties
Assists the City Clerk in the planning, administration, and execution of various duties in connection with the 2022 General Elections. Assists voters in obtaining an absentee ballot by entering and/or proofing date in voter registration system (SVRS).
Attends election training as required to help in the administration of election services for the City.
Assists with election equipment testing to ensure accuracy of equipment. Performs other general clerical duties including data entry, copying, scanning, filing, and assembling documents.
Qualifications
Prefer experience with elections and the Statewide Voter Registration System (SVRS) absentee ballot module.

Summary
King County Elections (KCE) manages voter registrations and elections for more than 1.4 million voters in King County, the largest vote-by-mail county in the United States. We are recruiting to create a roster of skilled temporary employees who will work in seasonal temporary positions in various work groups within Elections. These positions will perform a variety of duties necessary to support the administration of the 2022 November General Election in King County. Specific job duties will vary based on the needs of the Elections Department. Training is provided to perform assigned work.
Who May Apply: This position is open to the general public.
Forms and Materials Required: King County online application and answers to the supplemental questions. Applications will be reviewed as received.
Work Schedule: The office is open 8:30 a.m. to 4:30 p.m., Monday through Friday. The number of hours worked and the work schedule vary according to the workload. During peak election cycles some positions might work additional hours including evenings and weekends. Typically, the duration of the work is 3-4 weeks; however, some positions work only a few days. The duration of the Customer Service Specialist (Drop Box Attendant) is two days.
These positions are non-exempt according to the Fair Labor Standards Act and are eligible for overtime pay.
Work Location(s): This position will work at Renton Elections Building located at 919 SW Grady Way, Renton, WA 98057. The position may also be requested to work at additional off-site voting and registration centers throughout the county.

Job Duties
King County Elections believes in working in a very agile working environment. Creating a team that delivers now and in the future is very important. There may be various job duties that you could be assigned. Some examples Include:
Customer Service – assist voters with questions on site or may answer incoming calls, provide basic election information, look up voter information, and/or call voters to verify information; enter data and validate voter information for various elections related activities.
Voter Services/Registration – process incoming voter registration requests and search for matching records, enter voter information data, and on-site customer service.
Production – provide support for large-scale operations, establishing, reconciling, and maintaining data. Production jobs process incoming ballots and may require standing or sitting in one location for long periods of time. Most positions require lifting and moving ballot trays weighing 25 lbs. Some of our processes include:
Ballot Review/Scan –scans ballots and ensures that votes are counted as the voter intended through a variety of quality control processes.
Opening - open and separate envelopes and ballots; inspect ballots and envelopes, complete batch ticket information.
Signature Verification – analyze and determine whether to accept or challenge a signature by applying the criteria of 'Signature Verification standards' as required by Revised Code of Washington.
Ballot Collection - accompany a driver to a predetermined route and empty ballots from the ballot drop boxes. Secure the ballots and transport them back to the Elections office.
Customer Service Specialist - greet voters and provide customer service onsite at a Ballot Drop Box on Election Night. Speak with voters and answer various questions related to Elections. May assist with traffic flow. Manage any lines that may form and citizen expectations. As part of a closing team, this individual will assist in drop box closing procedures.
Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
Candidates must have predictable and reliable attendance and the ability to work the required hours for the assigned job. Travel to work locations throughout King County with limited or no public transportation services is required. The most competitive applicants will have work experience, abilities and skills in one or more of the following, depending on the requirements of each job:
Data entry with accuracy and speed (timed computer test will be administered)
Demonstrated baseline proficiency in written and spoken English
Attention to detail and proofreading skills
Ability to file numerically or alpha with accuracy

These positions will be filled as Customer Services Specialist I ($20.93/hour), Administrative Specialist I ($21.44/hour), or Administrative Specialist II ($23.62/hour) depending upon the needs of the Elections Department and candidate test scores.

GENERAL DESCRIPTION OF CLASS
Job Duties Include (but not limited to): Manage Election equipment preparation, distribution, and maintenance. Oversee election supply inventory, prepare election supplies and equipment. Manage EVRL inventory, setup, distribution, and maintenance.
ESSENTIAL TASKS
The tasks listed below are those that represent much of the time spent working in this class. Management may assign additional tasks related to the type of work of the class, as necessary.
Performs database coding, testing, preparation, preventive maintenance, security, updating, and inventory control of the Board's equipment and prepares them for use in each election.
Maintains all technical functions of the office including our website.
Writes test ballot generation and tabulation program; verifies that all valid ballot styles for each precinct are included in every ballot database.
Loads voting machines and election equipment on trucks and trailers for transport to precinct, unloads voting machines when they are returned to the storage facility.
Performs election night ballot tabulation and election results reporting.
Assists with the pre-certification and post-certification audits by the State Election Commission.
Serves as a training instructor and conducts poll worker training both on the voting machines.
Clerical responsibilities to include answering the phone, processing, and scanning voter registration applications, assisting with absentee voting, and responding to inquiries from candidates, state election commission, and the public.
Performs other duties as required by Elections Director.
Attends board meetings, as required.
Working overtime late in evenings and weekends is mandatory during peak election times.
